**Revisi UU Minerba: Dampak dan Peluang bagi Perguruan Tinggi dan UMKM**

The Badan Legislasi (Baleg) of the Indonesian House of Representatives is currently in discussions regarding the proposed amendments to the Law on Mineral and Coal Mining (Minerba). One of the key points in this revision is to provide opportunities for universities and micro, small, and medium enterprises (UMKM) to participate in managing mines, similar to religious community organizations.

**Ahmad Doli Kurnia, Deputy Chair of the Baleg DPR, explained that the revision of the Minerba Law is being done for two main reasons.**

Firstly, to align the regulations with the decisions of the Constitutional Court. Secondly, to strengthen affirmative policies in the management of mineral resources by the community. Doli elaborated that universities and UMKM are proposed to have a larger role in the management of mineral resources. “We want all representatives of institutions that have been involved with the community to be truly supported and empowered by economic strength,” said Doli at the parliament complex in Senayan, Jakarta, on Monday (20/1/2025).

He emphasized that they want to ensure universities can create high-quality human resources. This proposal is outlined in Article 51A paragraph (1) of the Minerba Bill, stating that Mineral Metal Mining Business Licensing Areas (WIUP) can be prioritized for universities. The granting of licenses takes into account the WIUP area, minimum university accreditation of B, and contributions to improving access to education.

**Meanwhile, Article 51B regulates the granting of WIUP for private enterprises and UMKM in the context of downstreaming, increasing added value, and meeting domestic and global supply chains.**

###Poin-poin Revisi Pasal 51A dan 51B

**Pasal 51A**
1. WIUP mineral logam dapat diberikan kepada perguruan tinggi dengan cara prioritas.
2. Pemberian dengan cara prioritas mempertimbangkan: a. Luas WIUP mineral logam; b. Akreditasi perguruan tinggi dengan status minimal B; c. Peningkatan akses dan layanan pendidikan.
3. Ketentuan lebih lanjut diatur melalui Peraturan Pemerintah.

**Pasal 51B**
1. WIUP mineral logam dalam rangka hilirisasi dapat diberikan kepada badan usaha swasta dengan cara prioritas.
2. Pemberian dengan cara prioritas mempertimbangkan: a. Luas WIUP mineral logam; b. Peningkatan tenaga kerja dalam negeri; c. Jumlah investasi; d. Peningkatan nilai tambah dan pemenuhan rantai pasok dalam negeri atau global.
3. Ketentuan lebih lanjut diatur melalui Peraturan Pemerintah.
