Mystery Unraveled: Issuance of Sea Wall Certificates Due to Forgery and Suspected Insider Job

In a shocking revelation, it has come to light that Certificates of Right to Build (SHGB) and Certificates of Ownership (SHM) for sea walls have been issued since 2023 by the Ministry of Agrarian Affairs and Spatial Planning (ATR).

Minister of Agrarian Affairs and Spatial Planning (ATR)/Head of the National Land Agency (BPN), Nusron Wahid, confirmed the existence of SHGB and SHM certificates issued for the sea wall area in Tangerang.

According to findings from the public accessed through the BHUMI ATR/BPN application and shared on social media, there have been numerous certificates circulating in the sea wall area, as stated by Nusron during a press release on Monday (1/20/2025).

He revealed that a total of 263 plots in the form of SHGB have been issued, with 234 under the name of PT Intan Agung Makmur, 20 under PT Cahaya Inti Sentosa, and 9 under individual names. Additionally, there were 17 SHM certificates issued in the Tangerang sea wall area.

Forgery Uncovered

Nusron Wahid highlighted a distinction between the sea wall cases in Tangerang, Banten, and Bekasi, West Java. He mentioned that the sea wall cases in Tangerang involved SHGB and SHM certificates with procedural and material defects.

Upon data verification, it was discovered that some of the 266 SHGB and SHM certificates were situated outside the coastline, essentially above the sea. This revelation led to a reassessment of these certificates, as stated by Nusron while addressing reporters in Tanjung Pasir Village, Tangerang, Banten, on Wednesday (1/22/2025).

The presence of areas beyond the coastline rendered certain lands uncertifiable and ineligible for private ownership. Nusron emphasized the ineligibility of these areas for certification, deeming certificates for lands beyond the coastline as procedurally and materially flawed.
