KPK Reveals Integrity Scores of Non-Ministerial Institutions: Bank Indonesia Leads, KPI Trails

In a recent announcement by the Corruption Eradication Commission (KPK), the Integrity Assessment Survey (SPI) results for the year 2024 were released on Wednesday (22/1/2025). The survey covered 94 ministries/agencies, 37 provincial governments, 508 district/city governments, and two state-owned enterprises (BUMNs), resulting in an overall score of 71.53. This score falls under the yellow or cautious category.

Deputy Prevention and Monitoring of KPK, Pahala Nainggolan, stated that respondents in this survey from internal parties of ministries, institutions, or regional governments admitted to having witnessed bribery or gratuities in their environment. “Internal individuals, when asked, mostly admit that they have seen bribery or gratuities,” he explained. Pahala highlighted that the procurement of goods and services remains a fertile ground for bribery and gratuities. “Procurement of goods and services still dominates all bribery and gratuities, even reaching 97 percent in ministries or agencies and 99 percent in regional governments,” he clarified.

However, Pahala mentioned an improvement in integrity scores compared to the previous year. “There is an increase in the SPI score. So, if previously we were below 70 nationally, now we have surpassed that,” he said. During his presentation, Pahala showcased ministries and regional governments’ integrity scores, categorizing them into three types based on budget and number of employees: large, medium, and small.

### Integrity Scores of Non-Ministerial Institutions

#### Large Type Institutions (budget over Rp 6.3 trillion with more than 6,972 employees)
– **Highest**: Bank Indonesia (86.7)
– **Lowest**: Polri (70.9)

#### Medium Type Institutions (budget Rp 1.6-6 trillion with 1,749-6,972 employees)
– **Highest**: BPS (84.3)
– **Lowest**: Basarnas (74.2)

#### Small Type Institutions (budget less than Rp 1.6 trillion with less than 1,749 employees)
– **Highest**: Dewan Pertahanan Nasional (Wantannas) (85.8)
– **Lowest**: Komisi Penyiaran Indonesia (KPI) (68.2)

As a journalist digging into this report, I couldn’t help but wonder about the individuals working within these institutions. How do they navigate the ethical challenges they face daily, and what motivates them to uphold integrity in the midst of potential corruption? It’s easy to judge from the outside, but the reality is often more complex.

In a world where headlines scream about scandals and wrongdoings, it’s crucial to remember that behind every number and statistic, there are people striving to do the right thing. It’s a reminder that integrity is not just a buzzword but a daily practice that requires courage and commitment.

So, the next time you hear about integrity scores or corruption surveys, take a moment to think about the individuals behind those numbers. Perhaps they are fighting against the tide, trying to uphold honesty and transparency in a system that often rewards the opposite. And maybe, just maybe, their efforts deserve more recognition than we give them.
