Director of Perum Bulog, Novi Helmy Prasetya, highlighted the growing awareness among agricultural industry players about the importance of absorbing Harvested Dry Grain (GKP) from farmers at the Government Purchase Price (HPP). Currently, the HPP for GKP at the farmer level is set at Rp 6,500 per kilogram.
During his attendance at the Coordination Meeting for Optimizing the Absorption of Rice and Grain in the 2025 Domestic Year at the Central Java Governor’s Office in Semarang on Friday (7/3/2025), Novi emphasized the significance of the government-set price for rice. “We are socializing the issue of rice prices, as per the President’s instruction, which is indeed Rp 6,500. Thankfully, up to now, it is not only Bulog that has been implementing this, everyone is now buying rice from farmers at Rp 6,500,” Novi stated.
Expressing satisfaction, Novi stated that he has not encountered any cases of GKP purchases below the HPP. “There is no price lower than Rp 6,500. This realization has started to dawn on agricultural players,” he said.
Novi further elaborated that his visit to Central Java was part of the effort to absorb 3 million tons of rice equivalent, which will serve as the Government’s Food Reserve (CPP). He acknowledged the full support he received from the Central Java Regional Leadership Coordination Forum (Forkopimda) and business partners in the province to contribute supply to Bulog.
Explaining that the 3 million tons of CPP will consist of 822 thousand tons of rice and 2.8 million tons of rice equivalent, Novi emphasized that the rice absorption process is ongoing throughout Indonesia. “Especially in the production centers, including Central Java and Yogyakarta,” he added.
As the absorption target in Central Java is set at 363 thousand tons of rice equivalent by April, Governor of Central Java, Ahmad Luthfi, mentioned that the Central Java Regional Office of Bulog has signed a memorandum of understanding with partners to implement the purchase price penetration for rice and grain. “Our vision is clear: Central Java aims for food self-sufficiency. This event aligns with our goals,” Luthfi remarked during the Coordination Meeting for Optimizing the Absorption of Rice and Grain in the 2025 Domestic Year, which was also attended by the Director of Bulog.
Luthfi expressed optimism that Bulog’s target for rice and grain absorption in Central Java could be achieved. According to data from the Central Java Central Statistics Agency (BPS), the harvested area of rice in Central Java in 2024 reached 1.55 million hectares, experiencing a decrease of 0.09 million hectares compared to 2023.
Following the decline in the harvested area, rice production in Central Java in 2024 reached 8.89 million tons of milled dry grain (GKG) or equivalent to 5.11 million tons of rice for consumption. Compared to 2023, rice production in Central Java in 2024 decreased by 0.19 million tons of GKG (2.12 percent). Despite the decline, Central Java remains the second-largest province in terms of rice production nationally, after East Java.
